what-are-the-things-needed-to-configure-apache

I have configured an Apache server for the first time..!!! I'am trying to setup a Apache server which can be accessed by everyone. I have configured Apache successfully. But I'am not able to view my webpage publicly. Do i need to register a Domain and do i need a specific ip from my internet service provider. Any help would be appreciated...!!!

Unless you're expecting a lot of for-money traffic on your site, I'd encourage you to look at hosting.
There are a lot of sites that will host for free and give you a sub domain. Google "free web hosting"

Where are you looking?
Open your browser and type in the address bar "localhost". you can almost always find your page there.

Had my domain hosted once . after got my website hacked and running fake banking upon it , i did start my own server..no matter how much cost involves , never going back to some_other_else hosting

Yes , you need to have a static IP , make rDNS via ISP , port forwarding if using router , lock phpmyadmin inside local network , deny any unwanted traffic ,use fail2ban like rules ,use private key only for ssh auth ,, use own bash scripts to detect whether intrusion occurs , use whatever paranoia rules you can imagine ...
internet is bad , it is ugly and full of jedy knights corrupted by the dark side of the force !! DO OR DO NOT , THERE IS NO TRY !

You're much safer sitting behind the defences of your hosting company than trying to build those defences yourself. Most hosted web sites that get "hacked" do so because the site manager doesn't know what he's doing, not the hosting company.
If your posting questions here asking "where is my web page?" I'm not encouraged that that's a task within your skill set.
