Undefined function __() in phpmyadmin


Hello there.
I installed phpmyadmin and when I tried to access it, it said:

Fatal error: Call to undefined function __() in /usr/share/phpmyadmin/libraries/core.lib.php on line 278
What's the problem?

before we can even think of helping we will need to know a few things .
