I don't remember ever having this problem before with Squid. I've been using it for many years now but with this new server I just built I can't download from a FTP site. I've tried several so it's not the site it's for sure my FTP, also it works fine if I bypass Squid.
the error in the browser is:

An FTP protocol error occurred while trying to retrieve the URL: ftp://ftp.fedex.com/pub/us/software/FedExShipManager_2361.exe
Squid sent the following FTP command:
Connect to server data port
The server responded with:
Your cache administrator is root.
I've edited the .conf file and added the following and then restarted:

acl ftp proto FTP
acl ftp_port port 21
http_access allow ftp_port CONNECT
It looks like my older version of Squid works fine (SQUID 2.6.STABLE12)but my newer versions (squid/3.1.0.17) don't. Also the squid.conf file is only just a few pages on the newer version where as the older one is the typical huge size.
Any help would be great
