Read the "Question Guidelines" link in my posting signature. You provide NO details at all...version/distro of Linux, version of Squid, etc. You mention a GUI...WHAT GUI for Squid?? It is typically started with "service start squid", but again...without knowing anything about your system, we can't tell you. You don't give us any error(s)/message(s), either; we can't guess.
Unless you ran that command as root/sudo, you wouldn't have been able to remove it. Have you tried re-creating an empty file?
