Samba and vsftpd overwriting original permissions


So on my file server I set up permissions on my 2 main shares. I am the owner, and then I made a "public" group for those users who could basically read and execute the files. Well whenever I am transferring files to the server (sometimes through samba and sometimes through FTP) it overwrites those settings. I am still the owner so that doesn't change, but it will change the group to myself and/or completely change permissions (originally a 754 setting then changed to like a 777 for example) depending on which application I use. It happened late last night, so I haven't much of a chance to investigate it.

I am assuming it's an option within both the samba and vsftpd config files. I'll look to see if I find anything, but if anyone here has an idea please let me know. This is how I had it set:

Owner: chris
Group: Public
Permission chmod setting: 754

samba (smb) filesystems do not have a difference between "group" and "others", so in samba you cannot do that.
