Now I have about 30 users on every machine for which I want to do this task. Can anybody please guide me that too much number of softlinks creation involved in this activity is suitable ?
Or please can anyone suggest a good alternative way to handle this requirement.
do everything you need to do for the first user, then take the history of that whole process and turn it into a script to be run on the other machines.
Sorry if I am not able to make you understand my concern. My concern is to find that if 30 users have to use ping command so I have to make 30 times softlink with /bin/ping to /home/user/bin/ping. If centos will allow me to create 30 softlinks with a single target file.

No, your concern was fully understood, but it appears you didn't understand the answer. You can easily create that many symlinks to a single file, so as advised, script the process based on your initial setup of one user.
