I'm using a gen2 Ubuntu 17.10 VM on Hyper-V running on Windows Server 2016. The performance has been poor to the point of being unusable. There's not a lot else going on in the host and the VM is consistently writing a lot of data to it's VHDX file. Every time I increased the dynamic memory limit the memory demand increased to meet it. Changing it to use static memory seemed to help a bit but it's still much slower than I'd expect.
"gen2 Ubuntu 17.10 VM " What is that? Did you get a virtual appliance in Hyper-V format or did you create or convert it?
I'd have to assume that your server fully supports virtual technology.
Generally I create a vm that is more than the minimum hardware requirements for a distro. You can add in more than that and it should run near native speeds.
Look to performance metrics on both host and client.
