PHP memory_limit discrepancy: php.ini value ignored

I'm running php5-fpm from dotdeb and am running into an issue with the memory_limit

I have memory_limit = 128M set in both /etc/php5/cli/php.ini and /etc/php5/fpm/php.ini

phpinfo from the command line shows memory_limit => 128M => 128M
as it should.

but phpinfo in a browser shows 64M 64M

I tried overriding the main php.ini with one in the script directory, but that does not work. If I add ini_set('memory_limit', '128M'); to a script, then phpinfo reports 128M 64M.

phpinfo indicates that it loaded /etc/php5/fpm/php.ini
There's only one memory_limit line in the file.
I've looked for additional php.ini files the website directories.

I can't figure out why the memory limit of 128 is being ignored.

Did you restart the web server after the change in php.ini? If not do that. Changes take effect after the restart.

If you already restarted the server - then I don't know.
