peak bandwidth compared to max?

I have a server in a data centre, which is supposed to have a 100Mbit line. Peak rates at the moment on my server are in the region of 20Mb, which should be easily handled.
Is there anyway I can trace how much more bandwidth is available at any one time or if things are becoming sluggish on the server?

Start a transfer from somewhere else with a large(r) link to your server so you can saturate the line, or on the server start downloading something large enough to saturate your line.... Is that what your trying to do?

yes, but without saturating the line.
Some kind of technical solution with a speedtest or other.

iftop just tells me what the bandwidth is currently not what it could be and still have the proxy server working properly.
