Limit bandwidth per linux user

Hello all,
I need to limit the available uplink bandwidth of a single user on linux.
If it connects to my server via ssh and tunnel his connection via my server, he can use all the available bandwidth from server. How can i limit the bandwidth resource for an user on linux?

Ostensibly, you could use the iptables owner match to mark packets, and later use tc for throttling. I have not considered the security of this deeply.

ok but how can i use squid for limiting bandwidth on ssh? squid is a proxy server
