normally you'd be loading it automatically, so if it's not there, I'd guess you chose not to install it, or it's failing somehow. login an run "startx" to see if it does load up and there's a good reason it's not loading correctly / at all.

yes that is correct ubuntu server install does not by default install a GUI
however you can install a gui i would advise against it the package group is ubuntu-desktop, the GUI eats up more resources then often necessary
if you still want a GUI interface as opposed to a command line another alternative is webmin (www.webmin.com) which is a self hosted web based administration tool written in perl (note by self hosted it has it's own mini web server process it doesn't rely on apache or other web server program)
