ipip tunnel route

Hi there
I am newbie at LQ
any one can help me to take a look at this point,
I have two servers location in USA and EU,
USA IP is : x.x.x.x
and EU IP is : y.y.y.y

I have tunneling these two servers with ipip tunnel, so let me explain the detail:

USA (x.x.x.x) is a web server, EU (y.y.y.y.) is a reverse proxy, something like people are A record to y.y.y.y , and y.y.y.y will reverse to USA

now, user use php to access a webpage like : ip.appspot.com , it will showing USA IP (x.x.x.x)
is it possible to changed to EU (y.y.y.y) ?

thank you !
