Major levels (v6 to v7) require a reinstall. Minor levels (v6.3 to v6.4) only require a normal update. Use
Code:
sudo yum update
or if running as root
Code:
yum update
to bring your RHEL up to the latest level of your version.

..from the Red Hat forums, discussing how to upgrade. As you've been 'guided' before, unless you're paying for RHEL, you won't be able to do this, use yum, etc., since you don't have access to the repositories.
And given that 7.2 is the latest version, why on earth would you bother to upgrade from 6.4 to 6.5? It came out in 2013, so you're already half way through the life cycle: https://access.redhat.com/support/policy/updates/errata
