Help with mod_template Or Alternatives

I'm trying to install a module on my Apache2.2 server that would allow me to attach some data at the header and footer of every page in a certain directory. I've done some research and found mod_template, but all I could find was an outdated version that didn't have any documentation for implementation on Apache2.2, only Apache2, which was quite different with regards to implementation of modules.

Does anybody have information on how to install mod_template, or possibly an alternative method? The purpose is so that I can put ads on the user pages of my free hosting service. Currently I just ask users to kindly leave the ad script and copyright information in tact, but most will not oblige...I need a way to implement this from the server without the need to modify individual pages.

Good question. I do not know the answer but will be interested in whatever answers you do get.
