Unhappy Folder Permission Settings - CentOS 64bit vps

I have a CentOS 64bit powered VPS and I'm running a IP Board powered music forum in my server.

I'm having a trouble with creating access to my "uploads" folder. "Uploads" folder is used to store members profile pictures in my forum. Although permission is set to 777, members are unable to save their profile picture through IP board. Even from the admin panel it gives the same error.

Error -
"System Error

[#11225] The upload failed - verify permissions are set appropriately on the uploads directory and that you selected a file to upload."

This is a screenshot of the permission set to the "uploads" folder from my VPS admin panel.

Should I change the Ownership settings? What Owner and Group should I select?

Please help me to set necessary permission to that folder.
(Any user registered in the forum should be able to upload the files to that folder)

I'm a linux newbie. Please give me a solution.

Are you using pre-made system? if so I would try seeing if the system itself has forums around on the internet because I don't know what you are using and how the system potentially has to be set-up. If not, can you explain exactly how you are trying to perform the upload?
