The sender has ZERO to do with this, nor does CentOS or qmail. The message is very clear, and even tells you how to fix it.

You do what it says. You contact your ISP and/or the receiver, and tell them to unblock that domain.

Lookup your reverse DNS. If it resolves to your domain name, then you are OK. If it resolves to a generic domain like ckt5127498.shawcable.net, then you aren't going to be able to send mail to lots of places. Blocking residential IP addresses is a good way to reduce spam. In general, residential customers should send mail through their ISP smarthost relay so the IP will be a valid mail sender with correct forward and reverse DNS.

If you have a static IP and correct DNS, then maybe your ISP dumped a bad IP on you that was formerly used by a spammer. In that case there is no guaranteed way to get out of all blocklists as any mail admin is free to block whoever they wish. You should demand a new IP.

You need to contact WHOEVER IT IS ON THE OTHER END. AGAIN, the sending server has NOTHING to do with it; the mail is being rejected by the RECIPIENT. You contact whoever the admins are for the recipient's server, and tell them you've been blacklisted.

The error message is VERY clear.
