DBMail Logs not generating

I am having problems connecting to my new DBMail configuration, but can't determine why. Mostly I can't seem to see anything in the logs:

/var/log/dbmail# telnet 127.0.0.1 143
Trying 127.0.0.1...
telnet: Unable to connect to remote host: Connection refused

The logs have nothing useful in them:

total 0
-rw-r--r-- 1 dbmail dbmail 0 Oct 22 19:59 dbmail.err
-rw-r--r-- 1 dbmail dbmail 0 Oct 22 19:58 dbmail.log

And according to the configuration file, I am looking at the correct logs:

Resolved?... No.

dbmail-imapd was not started.

Now I don't know why it won't accept remote connections (works locally, but not remotely).

Any ideas what would cause it to accept connections locally, but not remotely? Is there a firewall type setting I haven't checked?
