Yes, if necessary. There is an entry in the
httpd.conf file which you use to describe the location of the cgi-bin directory. Obviously, the actual location must be where the config file specifies it. I think the conventional default is usually at the top of the document-root directory. Eg:

The permissions on the directory and its contents must allow the server to execute the programs & scripts in the cgi-bin directory.
