can't access cups remotely
I have a headless server running Debian etch and I have cups 1.2.7 installed on it. I am trying to access the web interface remotely from a desktop and I am able to up until I click the Administration menu option. I get the error "426 Upgrade Required." I have DefaultEncryption set to Never and once I am given this message it's like cups flips out and freezes. I can no longer access any page and I have to restart the daemon to get to it again. Below is the configuration section I have for listening:

Listen localhost:631
Listen 192.168.1.3:631
Listen /var/run/cups/cups.sock
192.168.1.3 is the IP of the server. Is this right? I've been through at least 15 different cups "how to's" on how to get remote access working and I can't get it to work. Nothing is showing up in the cups error log either. Also, for the directives in cupsd.conf I have "Allow 192.168.*" so I don't think that is an issue. Any ideas?
