apache-hosted svn -- possible to revoke commit privileges for some users?

I've got a handful of devs working on a project. A couple have shown themselves to be a liability and I want to prevent them from committing any code to the repository. My server is running Ubuntu and using Apache/WebDav and SVN to host the repository. Permissions to access the repository are handled by creating apache authentication using htpasswd command. Is there some way to revoke commit permissions for a few users while leaving everyone else's permissions intact?

I have a vague recollection that this comes down to a *nix file system permissions type thing.
