403 Error In Subdirectory of Joomla Install (Apache conf newb)


I have made a folder inside of my Joomla 1.5 install that I need to be able to access via the web. Every time I access the folder via a web browser I get "403 Forbidden" from the Apache server. I am very new with editing the apache conf file, but I googled a little and add the following code to the /etc/httpd/conf/httpd.conf file and restarted apace, but still i get the apache 403:

<Directory /var/www/html/mounts/julie/>
AllowOverride All
Options -Indexes MultiViews
Order allow,deny
Allow from all
</Directory>
The folder mounts/julie does exist and permissions/group/owner is all set to 777 apache:apache. . .

I am sure this has something to do with Apache, but I can't sort it out. Any help?

As they say in the Apache irc channel. Step 1 is reviewing your logs. What does the error message in the logs say?
