TCP Wrapper and XINETD , can they work at the same time ?

Hello everybody ,
My question is up on the title , as i said in other words , when we have a already configured XINETD super server installed on a machine , what is the sequence of events followed by either the kernel built-in TCP wrapper and the Xinetd to treat the réquest ?

I've found some diagrams like this one

I've also see that Xinetd have its own tcp wrapper built-in.
So if we refer to this why they have put a built in tcp wrapper in xinetd if we already have one upon ??

help !

thanks in advance
