Protect directory


How to protect certain directory, that nobody can upload to that directory a certain files with certain extension?
I have phpbb forum and there is upload MOD installed and I have forbidden to upload exe and php files to that directory, but like almost all phpbb mods this have security hole too, and some people manage to upload php files in that folder.

How to protect on linux, so nobody can upload to that folder anything else, just jpg files?

what type of upload FTP...HTTP post...etc?
