PHP and public_html

Is there anyway to disable certain PHP functions based on what directory the calling page is in?

I am wanting to give users web space though public_html directories in their home directory. But do not want them to be able to use the php exec() and system() functions.

Does anyone know how to disable these functions in the user's directories only.

Thanks
Murray

You should be able to set the following for public_html in httpd.conf:
php_admin_value disable_functions exec,system

After adding
php_admin_value disable_functions system,exec
to the appropriate directory block, phpinfo() shows local value of disable_functions to be exec, system and yet I can still call these functions from that directory.

any ideas?
