OpenSSL confusion


I am little confused.
Which is a latest version of OpenSSL?

On openssl.org
there is
3280907 Oct 15 00:37:24 2005 openssl-0.9.7i.tar.gz (MD5) (SHA1) (PGP sign)
3271435 Oct 11 12:37:49 2005 openssl-0.9.8a.tar.gz (MD5) (SHA1) (PGP sign) [LATEST]

Which is the latest and more recomended for debian.

i apt-get 0.9.8.a version.
But i have problem now with pure-ftpd
i run
./configure --with-everything --with-paranoidmsg
--without-capabilities --with-virtualchroot
--with-tls --with-certfile=/etc/ssl/private/pure-ftpd.pem
--with-ssl

i make cert and all but i have error:


checking whether you already have a standard SHA1 implementation... no
checking whether we are inside a Virtuozzo virtual host... no
checking default TCP send buffer size... 16384
checking default TCP receive buffer size... 87380
configure: error: OpenSSL headers not found.
