Please confirm you have iptables installed
#rpm -q iptables
If you get a response like iptables-1.xxx, iptables is installed .. good.
Try /sbin/iptables -L. Suggest you use /sbin/iptables -vL as this will give you the rules in more detail.
If /sbin/iptables works, have you used su as in
#su <ENTER>
if so, next time on, use
#su - <ENTER> (that is su with a - (hyphen) as a parameter)
With plain su, the current user's environment (PATH, etc) are used. A normal user account does not have /sbin in his(er) path. With su -, root's environment is read and properly set.
