How to set user priviliges in Apache?


I have Ubuntu 8.10 server.
I set up apache web server. I've made a few users and in their folders I created public_html.
The problem is that I can't set their permissions for example if I log in user test1 I can read all content from /home/test2/public_html /home/test3/public_html etc. If I set read permissions only for the owner apache says access is denied because it is trying to access it via nobody account. How can I make apache to use account in these folders test2 test3 .. ?

Would'nt it come down to simple user management? I'd make the user, make him part of a group (with their policies) and use CHMOD to set the privs for that user to his/her folder...

Perhaps the subject for a script...
