Disable remote login shutdown/reboot

Is it possible to disable the ability of a user who is remotely logged in of shutting down or rebooting the computer, while still allowing locally logged in users to do so? I know it is possible to disable it for any normal user (leaving it up to root to do so), but this isn't what i want. I use Mandrake 10.0 Official.

Thank you.

Open login manager, there is a shutdown tab where you can set the options for local or remote shutdown options.
