Connectin to linux

im using putty to connect to my linux, i made a static ip gateway and domain and i type in the ip ssh and port 22 but it says connection refused, can anyone help me open port 22 or know a way i can connect from an outside pc

If you can see ssh running with:
netstat -nlp | grep 22

Then check that you don't have a firewall rule blocking access:
iptables -nL

it all showed to be fine but i dont have a firewall so i dont know the problem

network model? can you reach your linux ip?
is sshd running on your linux?
