Question Access Control lists on directories


i got a big problem on permissions in linux. As in Win2k or NT4 we can assign various permission on files in a directory named foo.
For eg, we can assign one group to have read permission, the second group read-write permissions and the third group execute permissions. This is very neat in NT.
But in linux/unix, i don't find it as there is a different theory of user, group and others. some said it's done through chmod and chown but how, i don't feel it to be through there.. Also to give root permission to all on that directory won't be appropriate..

people from redhat said acl is the solution which would be implemented in later versions of redhat.
what remedy you people have for it.?
