Think about it ... the majority of servers on the Internet, AFAIK, run Linux or Unix at least on the front-end machines. Not all of those distributions are "free" but that's beside the point. These operating-systems that we champion are now quite mainstream and forevermore shall be.
No that's wrong and impossible to apply even if a lot of people (even me) thought it could happen. A lot of french departments are now using openoffice and linux for independance and transparency.
This link is fortunatly old news. Since this, these amendments have been studied over and over and over again.
A lot of politicians have now understood the deadlock that opensource software will face (also the presendentical elections arrive eheh). Some parts of this amendment/decret have since been updated but it is far from being clear. Due to lack of time (a lot of pages to read which point to a lot of other pages to read..) and lack of my knowledge in "laws words" I can't comment more.
This amendment (which has passed on the Assemblée on Friday at 4 o'clock in the morning) still has to be studied by the "Senat" and the "Conseil Constitutionnel" since a lot of deputies who were against this amendment have called for re-study.

Meanwhile ODEBI, group created to protect rights and freedom of internet people is calling for numerical guerilla and propose to boycott CDs and DVDs brought by these majors (Universal,..)
What's the point with DVD? I buy a DVD in the US and can't read it in Europe due to this f****g zones? Everymonth I change continent due to my work and after changing 5 times the zone of my DVD player it is locked. Personnaly, I'll never buy a DVD and I boycott this technology. Me angry? noooo
So will they have to start charging one cent (or whatever the equivalent is in euros) per download?
They already take 35 euros/dollars on 100 cd to counter the piracy while they forbid the piracy.
In germany a box of 100cd costs me 10 euros..
And they want to add this tax for downloads, but they won't remove the others that's sure.
I think that the tax on download is about to be cancelled though
load from the cheapest sources. force the govts to compete for your business. its YOUR money NOT theirs until you VOLUNTARILY give it up for value received.
I think it's not only possible, it is happening. We have similar initiatives by government/business representatives here in the U.S., as well.
