Unhappy Wi-Fi hard locked Linux Mint 20

Wi-Fi says it's hard locked. Now, I have Linux Mint 20 in dual-boot with Windows 7, and there, it's on by default. I can turn it on and off, it will not do anything in Linux. rfkill unblock all does not help since it's for software according to what I've read about it. There probably was a switch on the F9 key or somewhere around it on the original keyboard of the laptop, but I don't have it anymore and I use an external generic HP KU-0316. Here are the results of the folowing commands:

lsb_release -a
lsusb
lspci
lspci -k -nn | grep -A 3 -i net
lspci -k
sudo lshw -C network
lsmod | sort
iwconfig
ip a
sudo iwlist scan
uname -r -m
cat* /etc/network/interfaces
nm-tool
sudo rfkill list
nmcli connection show

THANK YOU VERY MUCH !
