Also note that that power rating is for ALL attached devices on the bus, not just each device individually nor for each port individually.
Nothing you do in the terminal is going to prevent a power dip on the usb buss when plugging in the HDD. The power dip seems to be the reason for loss of access to the flash drive.
The only fix will be to have adequate power available on the usb buss, thus the recommendation to use a powered usb hub so it does not overload the usb buss on the PC.
