Ubuntu links to lubuntu.me, so you might consider this the official site.

Why there are two sites: https://ubuntuforums.org/showthread.php?t=2360662.

Suggestion: A quick internet search would have given you the result in much shorter time than it takes to type the question, let along wait for an answer.

No idea about China. It would not be surprising if Chinese developers were involved with the project.

Interestingly, just a few minutes ago I saw this:

It confirms that lubuntu.me is the official site, and lubuntu.net is not.
