Question WHAT'S does this "curl: (7) socket error: 111" mean???

I am trying to troubleshoot my snort sensor installation. I have installed it on RedHat 9 and when i add a new sensor and access it through my web browser, i get this error:
Sensor Message:
curl: (7) socket error: 111

What does this mean and hoe does a newbie resolve this?? Thanks.

i found this with a search of the curl changelogs

* network-curl.c: Tag cURL errors so you can see it's not my
lame error messages. ("socket error 111" when you connect to a
host that isn't up...)

But my host is up Though looking at the problem over and over it seems the issue is where the sensor is trying to connect. I played around with the ip address of the sensor and got varying errors. I wonder if the issue could be the port used
