Wget and cURL can't connect

When I try the following:

$ wget a_url
I get:

--23:34:16--  a_url
           => `foobar.html'
Connecting to failed: Connection refused.
(I would provide a real url in this example, but I can't due to my lack of posts)

cURL also fails, with
curl:  (7) Connect failed
I am not running a firewall on this computer is the ip of the gateway box on my network, it's a WinXP box with ZoneAlarm firewall running. (don't know the version off the top of my head)

Any Ideas? I think ZoneAlarm may be the culprit, but as far as I can see it's setup to pass all my packets on to me without interfering.
