Either through Kontrol Center in KDE, or User Configuration in GNOME should be in the System directive in either K or Gnome start menu, you can always escape using GUI tools and use adduser or useradd as root in console
TerminalPhreak, have you thought about buying a book? most Linux text books you will find in a bookstore will be more than adequate to find this sort of information, also search for some beginners guides onlie (such as the rute guide) from google or the links on this site. posting a new thread for each small query is not the fastest way to get the results, try searching this site as well....
