I was wanting to know if there is a Linux USB creator that includes the Tails distribution that will work on a Macbook Air with OS X.

It says on the Unetbootin website that bootable USB drives only work with PC's.

It should work with anything which will boot from USB
-- don't get too caught up with marketing and remember that a Mac is a personal computer and try it.

The Unetbootin website specifically states "not on Macs".

I suspect they're referring to non x86 Apple computers because if they mean all Apple computers that mean you cannot install Linux on them, ever, since unetbootin just creates a USB stick bootable on any x86 computer on which the BIOS can be made to boot from USB. If your Apple product won't boot from USB nothing will be able to change that.
Edit: I recall that, perhaps, Apple products won't boot from USB generally so this may help:

It may be possible to get grub2 or grub4dos to also get booted where one can run the live iso image.

Tails web forums may be best source for info on it.
