Unable to access tomcat, using ip in the URL


I'm running tomcat 4.1 on RedHat 9.0
http://localhost/index.jsp displays the default page but
http://<ip address>/index.jsp results in
"server error. Could not connect to server. Please contact the system administrator"

what settings should I modify?
