Squid not Blocking IP Address

Dear Friends

I am using squid 2.6Stable 21 on my centos5 machine. I have given time slots to my users and also blocked some of the ip address, but it is not blocking any of the ip address.

In fact the same squid.conf file was running perfectly before I reinstalled centos again. I have tried all possible ways but it is not blocking the users according to the time slot, all the users can browse the internet at present.

I am attaching my squid.conf file and also part of cache.log file.

Thanks in advance for the help

And if you compared versions of squid, do you think that they are the same?

Perhaps using an "old" config on a newer version of squid won't work without some re-writing?
