SMP issue and kernel not updating after running up2date? RHEL4

Issue 1
When I load the SMP kernel (current default) there seems to be a problem with the clock rate. After I log in and wait a couuple minutes the clock will start flying by. Minutes pass faster then seconds should and this effects everything from up2date not running because the downloads "timeout" and one key stroke will pass a dozen letters rather then one and so forth.

If I select the non-SMP kernel then this problem seems to not be present. So maybe just updating the kernel right?

Issue 2
My install media provided 2.6.9-5 and I updated to 2.6.9-22 via up2date but when I reboot GRUB shows that the kernel has not updated. How can I check to see what is running and if it is not running the updated version, how do I?
If I run the kernel RPM I get a message telling me that the package is already installed.
So it here...is it running?

OK-I rebooted and after GRUB it says:
/vmlinuz 2.6.9-5.EL
or
/vmlinuz 2.6.9-5.ELsmp

It then goes thru the boot process. So it seems I'm not loading the updated kernel.
