I had a similar problem, which seems to be rectified now.
I am on a 56k external, i originally setup the connection with kppp and was getting download speeds of 0.8 -0.9 but i disconnected from the net and setup a connection through the network icon (via the Desktop) and all seems to be fine now

Ardent, does your problem correlate w/ weather conditions? My speeds vary and during hot weather >80 F. degrees it is really slow. After 2 fights with my carrier, they suggested removing connection from wall for at least 5 minutes and rebooting. This of course came to nothing and I just suffer! and BTW the CPU is 10 deg. C below the max . suggested for operating.
