First of all, please post in English as per the LQ rules.

With regards to the sound, you might want to disable the setting "Allow Skype to automatically adjust my mixer levels", so you can change the levels using the volume controls as you usually do. For the video, I'm not too sure. What kind of device is the webcam? Can you open a terminal and run "lsusb" and post the output here? Also, run "lsmod" and post the output here, so we can see the kernel modules listed. In both cases, you don't need to type the ". Does the webcam work OK with other software (see, e.g. this)?
