Samba testparm root vs user

I am trying to setup samba. when I run testparm as a user it says all is well. But when I run it as root (sudo testparm) I get the error rlimit_max: rlimit_max (1024) below minimum Windows limit (16384)

I entered the following
line in "/etc/security/limits.conf":

* - nofile 16384

any ideas
PS this is my first post.
