Question Samba -smb conf/ networking with windows


Hi All

I have been unsuccessful to network ubuntu and windows for quite some time now.
I have read so many threads and came close to work it out(like i saw my linux machine on XP workgroup once). Before I try again I d like someone to confirm or explain the following if possible:
where should smb.conf be located and particularly where should SWAT be looking for it? (i get the 404 error message)
I am a bit confused: who should "own" the smb.conf file. Is it root or the user? or does the user need full administrative rights but not necessarily root?
Once i have modified the smb.conf file and saved it, is the only thing required to re-start samba or the whole system or even the network?
Sorry to ask so many questions at once but i have tried so many things it s not funny.

PS: next time i will lower down both firewalls if that is a condition

Have you tried Google?? Looking for "ubuntu samba howto", brings up as the first hit
