RH9 Apache Virtual Host Default Document

I reinstalled Red Hat 9 on a server and I can't get it to find the default document.
I have followed the steps outlined in the Red Hat Apache set up document.
I have compared it with my other Red Hat 9 server which works correctly, but with no luck.
My default document is default.php. Neither of the following works: URL URL/ however URL/default.php works. I added default.php to the Directory Page Search List. I also restarted httpd. What else do I need to do?

if "index.html" is the default, why not make a symlink "index.html" pointing to your "default.php"?
i know it's a roundabout way, but ...

"index.html" was no longer the default. It would not find any file!

The problem is in the Apache Configuration tool. For some unknown reason DirectoryIndex in the config file has no filenames listed after it even though they show up in the configuration tool. I added the values in the config file but whenever I close the Apache Configuration tool it deletes them. So I ended up creating a file called dir.conf in /httpd/conf.d the file contains:

DirectoryIndex default.php default.htm

That has solved the problem for now.
