Can you let us know what you have already tried and rejected (and why)?
well I can't state one by one of the alternatives I searched because they are alot but for example I will focus on your suggesion and the reason I reject them to be a solution.
1- Davros --> didn't try it yet but will do later on tonight.
2- SandForms , etherpad, ether calc and the rest of the list in the link you suggest ---> are all from what is known as sandstorm oasis. this one I tried and I even have an account on that website. the reason I reject it is as following
etherpad--> no option to add the plugins to make use of etherpad capabilities and the export option is really sucks. not integrated with libreoffice.
ethercalc--> no otion to export at all
for security reason everytime you login in they send a message to your email with a code and you got to past the coode in a box to log in. not so practical although this is no the main reason to reject it as a solution.
Are there free of charge, open source, solutions for these? If so, how are they funded?
well, some are universties; some as master project, others just for developer who like the idea of open source apps lastly some just make it open source to encourage developer to work on the source code while the app itself is not free or make it open source to discover the bugs in the code then change the licence to commercial.
the version on sandstrom has no export or or save to my pc option. maybe the standalone version has but not the one on sandstrom.
I've just gone to Sandstorm and created a spreadsheet there. If you click on the little down arrow at the top left hand side of the actual spreadsheet itself, that gives you the export function.

Nope, I don't sorry, but it might prove fruitful to make a list of all the requirements that you have relating to both Ethercalc and Etherpad on Sandstorm, and contact Sandstorm and/or the contacts for Ethercalc and Etherpad (Audrey Tang and John McLear respectively - see ethercalc.net and etherpad.net).
You can ask them how you can do everything that you want to, and if a certain functionality does not currently exist, whether there are plans to introduce it.
When you contact Sandstorm, you can also ask them about the security requirements you mentioned earlier.

here is the respond I got from sandstorm,

Unfortunately, right now, the only way to change the plugins included with Etherpad on Sandstorm is to rebuild the package. Individual grains are not allowed to modify the Etherpad installation because it is shared among all Etherpad grains, and if grains could interfere with each other then we wouldn't be able to make our security guarantees.
We intend to improve this someday by extending Sandstorm itself to be plugin-aware. Then, you would be able to create .spk files from specific plugins and install them on top of your Etherpad. But, we haven't had a chance to implement this yet.
