Question Making device permissions stick


System: Red Hat 9, 2.4 kernel
The attempt: I try to change the permissions on /dev/fd0 to allow regular users access
The Problem: I reboot and it reverts

Don't change permission for /dev/fd0. Instead, add umask=0 to /dev/fd0 mounting options in /etc/fstab (4th column).

I've done that.
I'm trying to change the permissions so that regular users can mkfs the floppy.

I notice that /dev/cdrom is a symlink to /dev/hdc with 777 permissions and /dev/hdc has something else, would making a symlink for /dev/fd0 work?
