Ah! You got a response from the server! Good. It's thinking there is a permission problem. This you can debug by looking in the error log. On my systems it's in /var/log/apache/error.log ... There it will list what directory it is not having permission for to deliver you the content. Or maybe it thinks your IP address is not permitted to ask for that page. You should get a clue from the error log!
