Unhappy linux slowdown when internet connection is down


Hi,

I have linux box (server) accessed by 10 windows box (client) , with 256 KBps DSL connection, Whenever connection goes down , Network slowdown , I could connect to linux server with putty,browser and samba ......I have search alot on google for solution of this problem. But I didn't get anything.
Please help to solve this problem , I desparately need this to be fixed.
